As City Administrator Alvin Fernandez shows how the dredgers work, one has to wonder how many illegal fish pens not destroyed by the typhoons and flooding will be by-passed by the dredging.

This is not to say that Administrator Alvin Fernandez is corrupt but we know that not all 
corruption is in Manila. What has to be done is remove ALL illegal fish ponds. No exception. When this is done we will know that the city dads are doing what they were elected for and not lining their pockets.
