Dagupan is a quality awardee and is open to innovation as reported from SP inside news this week. Since they are open minded then they might be open to learning. In fact they should see the James Bond (Craig) movie Casino Royale (2006) and learn something about building and water.
The last scene of the movie is in Grand Canal Venice. There, Bond focused on the building’s anchor with flotation devices. Looking from the outside the building is just like any other building in Manila or Dagupan. The difference is this one is in a grid anchor in the bottom with flotation devices. This was part of the script but in order to learn they could not just Google for the script it needs to be watched to see the devices, building, and the grid.
As the city mulls adapting new building codes, it should look to science already proven in other areas of the world. Besides a major daily paper in the Philippines has floated this idea of floating houses and buildings for Metro Manila.
