I still can’t see why you insist on defending Art Lomibao. After almost 2 years of being the LTO chief, what accomplishment can he claim for??? “He can propel the LTO as a role model office, he’ll enforce effective driver’s licensing CA. DMV style”? Like your suggestion of the P100 LTO Driver’s manual, it’s all BS.

Again, after two years of being the LTO CHIEF, are you still hoping that he will start doing his job??? I can tell you that like his boss Arroyo, he is stuck in the start mode. I guess you’re an engineer, then you should know what happens when an equipment is stuck on the start mode: IT DOES NOT WORK.

Graduating from the PMA and being battle tested does not equate to an effective leader and manager. Art Lomibao’s appointment as the LTO chief is a payback for being loyal to Arroyo. You can see for yourself how many of these retired generals are appointed by the incompetent US educated economist. You can see more of Arroyo’s incompetence by her appointing the heads of military services only for a few months assignment.

Mr. Castanaga, if there are good leaders, they should not be lurking in the dark side. “Dark side” and “lurking” imply something sinister, hence they cannot be good.

I believe you hope for a better Philippines. Unfortunately that will not happen soon enough until the Filipino people start to think and do something for their future.

Being dumb, ignorant and selling their votes to people like the bad ones you mentioned will make the Philippines worse. Well, the Filipino voters get what they deserve.
