Use flat bottom wooden boats

The ten rubber boats brought home by Rep JDV from Korea donated by his Korean friends are a big help to the Pangasinan Districts especially those in coastal towns and flood-prone areas.

The only problem is that, rubber boats
 kept in stowage deteriorate faster at a temperature above 40 degrees C during summer.

The best venue is for Gov Espino to fund procurements of flat bottom wooden boats made in La Union or Candaba, Pampanga. To power these wooden boats, Gov. Espino should give a tall order to the Provincial Bureau of Public Highways to fabricate an outboard motor using a 5.5 to 7.5HP Briggs & Stratton gasoline engine (4 cycle).

The Bureau of Public Highways has trained welders in their employ. They can easily retrofit this engine with a straight shaft to the propeller. The entire assembly can be positioned above the hull of the boat for normal cruising. The propeller can also be maneuvered to avoid entanglements with debris and undergrowths on missions to save flood victims over raging waters (deep or shallow).

This is a better option than buying a finished product because then you create jobs. Also, you avoid greasing your palm from 25 percenters lurking behind the scenes.
