It was through negligence that thousands of people lost their homes and hundreds of lives were lost. First find out who was responsible. When that has been done put them on trial for mass murder and mayhem. In China the punishment would be execution but I guess that will never happen in the P.I.
Second. Are the dams not built with spillways? The spillways would have started releasing water after the water level reached a certain depth.
Third. Dredge the rivers. Remove all the illegal fish pens. The owners of these illegal pens are the main culprits that are cause clogging the waterways.
Also, I have heard that the government is not allowing donated used clothing to enter the country. Having used clothing is better than not having any at all. I guess Arroyo government feels that it is better to let the people die from exposure than to wear good, warm, used clothing.
What can I say? Stupidity reigns.
