Jess, Jeremias and Jose, I share with your anxieties regarding the RFID fees.
The Filipino people are already overburdened with unnecessary taxes, fees and stupid regulations. The VAT at 12%, drug testing prior to issuance of a driver’s license at a cost of P350 and RFID are way too much. Average Filipinos now eat 1-1/2 meals a day because prices went up skyrocketing.
Paging Bro Art of LTO: drug testing is appropriate only in Foreign Visa application, but not in driving. Status of cars, trucks and motorcycles can be verified thru their license plate numbers. Verification is only one phone call away at the nearest LTO office.
Adding RFID is just a redundant requirement. Stop it. Instead, prepare a comprehensive Driver’s Examination Manual (similar to California Safety Driving Manual) sold to prospective driver’s applicant for P100 a copy.
In addition, train your LTO personnel (3 per office) to conduct actual driving test on applicant’s car and mental. This is mandatory in the US. Successful passing of both mental and actual driving test insure safe and efficient driving. Actual driving test to include parking on upslope or downslope along a road curb, when to cut-in, use of proper signals, how not to tailgate, proper braking and road courtesy.
