The PCE, Mr. Jun Velasco indicated that Victor Agbayani was a “decorated UP engineering student”. In the official biography of the former governor, there was no indication at all that he was a summa cum laude or magna cum laude or just cum laude or even as outstanding student. In the website of UP ENGINEERING, I try to look for “decorated engineering students” and found nothing about Victor or anyone else by that category.
I believe the PCE meant “outstanding engineering student” but because of his desire to impress the reader he uses his unusual jargon, and his big words like “mayonnaise”, “DAMAGED ENGINE” instead of “ENGINE FACTORY DEFECT”, among others.
If the PCE is teaching a class in journalism, I pity those students in his class.
