Re: Dam safety designs

Mr. Ronaldo Castanaga,

You must be reading another article than the punch headliner, FVR: Arroyo gov’t also accountable.

I did not read any erroneous claim by Governor Espino in what FVR said in his statements. In fact it reinforced Governor Espino’s statement because if the dikes were not reinforced and follow up projects were not acted on by Arroyo then the SRDM should have a risk management plan. So if the dikes were weak then the safe water release should have been much lower than the 5732 CMS drafted during his West Point days. Don’t you think?

So why did the SRDM not update their water release levels to the realities of the government budget everyone had to live by? Does your state OK have same budget realities today the US Army had to live by with dike maintenance?

I bet you, if the Red River had a sudden melt down of snow upstream in the Dakotas during unseasonal spring weather and the Army Corp has identified dikes that could not stand the protection they afford to your area downstream in OK they would have mitigation plan to control water release in your dam. They would even have a simulation model downstream for you to see its effect in your laptop if you request them.
