The USACE never lied in its performance in water management incorporating navigation, hurricane and storm damage risk reduction.

They were building levees along the Mississippi since the 1800’s to curb extensive flooding.

What happened at New Orleans in 2005 was unprecedented. The levees were designed to withstand a Category Three storm, but not on a four and five.

Hurricane Katrina’s winds, by far and wide, did not wreck havoc on the city itself, did not blow away or break a single piece of glass, but the storm surge it brought with her.

This surge coming from the Gulf of Mexico – south of New Orleans – added three feet of water into Lake Pontchartrain, thereby creating what they called overtopping, that eventually overwhelmed the levees.

In short, the protection placed was exceeded by Katrina herself.

Your words; ” Their (USACE) structures failed because of bad engineering”. Well, name me a few of these structures . . . that failed . . . you’re blabbering about that were constructed below par.
