Dear Mr. Castanaga:

First let me tell you that I am NOT a dam expert.

Secondly, the San Roque Dam operating level is in Metric units, not English.

Third, it is very obvious that you did not understand my posting about competing dam functions particularly between flood control function and power generation function.

You keep on insisting that for safety, the operators must spill or release at the spilling level, but flood control function requires the release must occur at the low level to allow more storage of any unexpected flood waters. Is that hard to understand?

To operate a multifunction dam is not really tricky if the competing functions are prioritized by law. Like what Mr. Ceralde indicated, higher dam levels means more money for power, which according to the agreement must be paid even if not used.

Your posting seems to indicate that especially when you said “They could be indicted for negligence and dereliction of duties in regards to dam safety operations” that they are liable only when the dam breaks but not when their operation create a catastrophe by uncontrolled release of water.

Your dam safety position is really saying DAMN to the poor people downstream who are mostly our own Pangasinenses.
