Mr. Ronaldo Castanaga,

You surely are funny, Mr. Jimenez’s past comment that you are a comedian is on the ball.

Did any SP poster question the San Roque dam’s certification by a licensed professional engineer? Maybe competent, yes? But then you follow it up with the statement, “the water will just spill to an open channel or outlet and the water will just dissipate to a wide low lying areas without endangering lives and property.”

You know, listening to the hearings of Senator Legarda I take it the dam did not merely spill over but followed a protocol or procedure the operator was given based on the dam’s level of safety. I repeat based on the dam’s safety levels. It was opened by instruction from high up the company structure and remained shut base on their say so.

Based on what happened to Pangasinan, massive destruction of properties and killing of our people the 5732 Cubic Meters Per Second (CMS) rate of water volume release is not safe for the lowlands. It took only the consideration of the operator’s protocol for the dam’s safety otherwise they would have been releasing water earlier just as Mr. Carrera had posted. So those people who are responsible for our people’s safety, when the dam operators announced 5,000 CMS, should have anticipated the dangers associated with those deadly pronouncement.

Observe what happened yesterday with 1,000 CMS release rate. The lowlands did not incur any havoc. Our people were safe.
Just as Mr Carrera had posted, the safe rate of water release and the dam’s safety level is not rocket science. He drew the clear picture for you.

Just remember 5,000 CMS water release volume causes massive pressure to the lowlands and destructive water levels. Try going to Bayambang or San Fabian when they do it again and observe it and say the dam is safe because it was certified by a licensed professional engineer.
