Alibi of the San Roque DAM Engineer: 
”Walang ulan sa Pangasinan” was the BS alibi of the smart operating engineer of San Roque dam that is why the right rate of release (cubic meters per second) and its timing was delayed forcing them to release at a higher rate thereby causing the massive flooding and destruction. That is pure BS.

The tributary of San Roque includes the tributary of Ambuklao and Binga dams which are way far (over 100 kms) outside Pangasinan so why wait for rainfall in Pangasinan to make a decision?

The rainfall started much earlier in the upper tributaries of Ambuklao (the farthest from San Roque), therefore such information including the rate of release of Ambuklao and Binga must be transmitted to San Roque. Those three (3) DAMS must have real time integrated information system.

Therefore the amount of stormwater that will be expected in a timely manner by San Roque is always a given or known even without rain in Pangasinan, and even without PAGASA’s information or warning if they are operating with adequate and functioning instrumentation, and no rocket science is required if they are using their computers with the right software.

The timely and the corresponding maximum amount of release will be provided by the computer so please Mr. SMART operating engineer, keep your BS to yourself. Next time make your “bola-bola” statement to the educated public more believable. What happened was not provided in the feasibility study and in the ENVIRONMENTAL IMPACT STATEMENT(S) before the San Roque Dam was approved for construction? Where were the DAM(N) engineers?
