Dear Che:

Your posting seems to assume that just because Agno River is controlled by San Roque Dam and Dagupan City is not Agno River’s tributary, Dagupan City, Calasiao, Santa Barbara will not be affected and that means no water from Agno River will ever flow to these municipalities.

If that is true, then how will the Agno River Integrated Irrigation Project (ARIIP) that was started way back function. The newspaper and NIA says it will serve also Calasiao and where does Calasiao drain?

You also seem so sure that San Roque Dam’s operators know how to operate for flood control function. Please pardon my ignorance.
