Is it climate change, or weather war, or weather manipulation, or the improper operation of San Roque Dam, or the obstruction to waterways, or inadequate and faulty design and construction of infrastructures due to corruption, or faulty or inadequate flood forecasting by PAGASA? Or all of the above?
