Understanding sanitary landfill

Dear Mr. Castanaga:
I believe you need to fully understand the planning, design, construction, and operation and maintenance of a sanitary landfill before giving and posting your advice. The common saying is that “Little knowledge is dangerous”. Dumpsite is no longer environmentally acceptable and replaced by sanitary landfill long time ago.
The preparation of a real EIA/EIS will tell you that the dumpsite must be removed or discontinued and the site remediated. May I ask you where would the toxic leachate be going especially with high rainfall and no liner?
Your recommendation that a water park with sprinklers to be used by kids during summer is not acceptable because the water park and sprinklers that you saw is part of the treatment process of the leachate-the liquid part of the garbage that continues to seep below the garbage pile which is collected and treated or decontaminated before release to the environment.
If the leachate is intended to be used for bathing from sprinklers, a higher degree of treatment and testing to protect the health and well-being of the public is required. That operation looks good but is very expensive that most jurisdiction in the USA avoid.
I do, however, believe that your advice is OK based on the environmental standards and the public’s sanitary practices of the most part of the Philippines.
