The right of way invariably is used by many squatters as a place to set up their nipa huts. That causes problems not just for the owners of the houses along the way but also it shows the future generations on how to steal lands that don’t belong to them.
What can an owner of a house do? NOTHING! City engineers insist that the complaint be addressed to the original developer of the land. Now wait a second, city engineering approved that eons ago so the developer sold the land and is all probability is already deceased.
If the city of Dagupan does not intend to enforce the law to keep the right of way, why then even bother to keep maps. A reporter of this very well informed newspaper should find out why city engineering does not enforce the law.
Even our glorious president had remarks made about the ever shrinking right of way in the country side. If the Philippines has to move ahead then these road obstructions must be addressed and resolved.
