Do not blame local officials for the neglect. What can they do about it except to claim that they will do something about it.
Dagupan City must act now, collect all back taxes not just from a few but from everybody to make sure every year the taxes are paid. If not complied with, add a substantial fine to it.
Local officials cannot solve this flooding but money can. And that is where the answer lies. MONEY. If a solution is to be found, it must be paid for. An Italian Venice in the Philippines is just not ‘dreamable’.
Bangus is the real source of protein and wealth for the region but with flooding it will be disastrous when tons of fish leave for the open seas. Dagupan City should invest in the interior where land is cheap, and develop a very beautiful lake -park to be filled with bangus. The excavated soil can be used to dam the flooding. Coastal barangay residents claim bangus farms add to the flooding.
This problem can only be solved with drastic measures. Is Mayor Fernandez ready to deal with it or is he just going to wait and see? Problems do not go away. We live here so it is our problem as well not just the city. Without a solution, the city will slowly silently disappear.
