Managing the dumpsite

The Bonuan Boquig dumpsite could still be successful if properly managed and funded by the city government. It’s not cheap. The dumpsite is on a prime location and a residential area.
To be successful, you need a bulldozer to distribute and flatten the garbage every three feet high and then covered with a foot of select material (usually sand or dirt) thereafter to control the stench smell of rotting garbage. Taper off the sides of the dumpsite at 45 degrees or less. Provide an area drain or swale towards low-lying areas to prevent erosion and flooding.
Maintenance of the bulldozer shall be a 6-man crew:2 operator mechanics, a crew chief to account for labor sheets, supplies and logistics, 3 laborers and to secure the area. The bulldozer kept in topnotch condition should have a maintenance building to house the bulldozer, an office and a break-room for the crew.
The dumpsite could attain a height of 20 feet that after 10 years can be converted into a family theme park complete with a water park for kids and landscaping.
The water park could be very popular among kids during the summer heat where pipes are designed with booster pump to provide overhead sprinklers and fountains. Kids love to frolic and enjoy a pouring rain sprinklers.
This is one way to give back to the taxpayers of Bonuan and to enhance local tourism in Pangasinan. It is high time for the Dagupan Council to mandate strict classifying and recycling of garbage before collection. Separate kitchen waste from metal and usual garbage. Kitchen waste can be processed for feeding hogs.
I saw the success of this dumpsite management when I was an expat in Korea.
