Climate change my @ss. Stop spreading that nonsense, the reason for the flooding is buried in the last sentence.

He also cited the fact that Dagupan is only one meter above sea level while some parts are below sea level

Anyway Lim bought that machine, if it works it should be used as it will hasten the draining of water back into sea after a flood.
