Ref: Is Dagupan sinking?

So why was city hall flooded along with the whole city proper? Ms. Aurora Lomibao said it is a perennial problem since her childhood. SP is reporting that there are debates on the cause. Could you validate my observation on the following points?
From my observation during my Dagupan June vacation based on my elemental hydraulic capacity, I would say that the encirclement of the city with the bypass roads (De Venecia Expressway and Calasiao-Lucao bypass) and people along the road start building to the elevation of the road then you would not only drown the encircled city.
The fishponds going to Bonuan are being filled with residential lots which used to be the overflow of flood water going to the sea.
The beltway or expressway is a terrific idea but should the topography of the area be changed?
Having played on the shore of Bonuan Blue Beach I know that if you encircle a hole with sand the water hole fills up when the wave comes in. But all around the hole, water drains back to the sea.
Is Dagupan City Hall helpless because the cause is uncontrollable?
