The two-feet culvert as flood control

Bonuan Sabangan is at the edge of the river that during strong flood flow it is the recipients’ of soil erosion that changes its deposits of soil from every flood. Sometimes the concrete wall on its sides is reinforced with sand and sometimes the concrete wall disappears with the floodwaters.
The best defense I think for the community is removal of fish pens in the river, planting of mangrove, and when the city has money rebuild the wall as promised by the city.
Flooding in the city will happen because even a non-technical tourist could point to the small culvert the city built for flood control. This is flood control to speed up traffic flow, maybe?
Well, if you have been outside of Dagupan like say Taipei, you could see the big concrete drainage pipes that a person could stand on under the streets not the two foot high culvert on the sides of Arellano Street they just finished.
If you are observant during newscast of New York City prior to a street event they show maintainers inspecting the drains prior to welding the covers for security. Yes they have to go down to the drain in ladders because the drains are deep down in the ground not two feet culvert boxes like window planters of most New Jersey homes.
