Alvin Fernandez, wake up! You believe global warming is the cause of tidal flooding in Dagupan? You must be kidding me? Is that your final answer?
Nonsense! I was born and lived in Pantal for 39 years and I remember the flooding in mid 70’s. The water was almost knee-high on the street and above my ankle on the first floor of our house. Here are some factors I believe contribute to the flooding in Dagupan.
1) July-1990 earthquake that broke the bridge in Perez Blvd., construction of the new Perez Blvd. Bridge as well the JDV Bridge debris still lying on the river floor.
2) Basura. Basura. Basura.
3) Illegal fish pen / houses along the river banks.
4) Bad drainge system
I’m not a scientist or an engineer by profession but here are some solutions from a citizen with a common sense:
1) Dredge the river floor from Pogo/lLasip all the way to Pantal/Calmay; remove ALL the debris from the bridge construction.
2) Impose City ordinance on BASURA; provide garbage bins to every household and designated places where garbage will be collected at least once a week by more garbage trucks NOT ONLY in downtown area but in every STREET AND BARANGAY.
3) Remove ALL illegal fish pens and houses along the river bank. Impose penalties.
4) Construct an efficient drainage system, not just a paltic-paltic job, pikit mata pera sa bulsa.
