Corruption in infra projects

Mr. Ceralde:
After the big earthquake, I visited Dagupan almost every other month and I observed what you observed-some “Mickey mouse” drainage system under construction for a large area with very high rainfall rate.
In one of my visits I was in front of the Zuniga’s residence in Tapuac next to Dr. Gaudencio Reyes residence and they were installing the “Mickey mouse” size box culvert in a muddied trench. Without saying anything, but my inquiring looks was noticed by the site construction supervisor I went to the other side of the street where I was staying. The supervisor ran to me explaining why it was substandard:- this “TONGRESSMAN”(he named the Tongressman) TOOK 15% before the start of the project plus the engineers, etc, etc.. I just nodded because I believed him. I later realized that I was wearing a tee-shirt with a mark-“PACIFIC ISLAND ENGINEERS INC, GUAM” that made this supervisor explain.
Besides, on top of the corrupt politicians, the idea of most corrupt technical officials is that if you do it right the first time, then there will be no more projects to come for a long time.
If the laws in the Philippines are enforced, there will be a big problem- there will not be enough PRISON FACILITIES and PRISON GUARDS because 50% of the population would be in jail.
