Tricycle phase-out?

My wife recently returned from Dagupan and told me that all commercial two cycle tricycles were to be phased out by the end of the year. I have emailed the Dagupan City Hall for a clarification or copy of this new law. To date, showing typical disregard for public inquiries, I have received no reply.
What I would like to know is will the commercial two cycles tricycles now in operation be grandfathered out, e.g. be allowed to reregister, or will all permits, on a given date, be denied except for those with four cycle engines.
