Why petty crimes?

Supt. Eric Noble . . . the self proclaimed Wild Bill Hickok of Santa Barbara . . . the Deadwood town where he will meet his match.
He published a manual on United Nations police guidelines applicable only in now defunct Yugoslavia.
Did he write it or copied the original?
Yugoslavia, is not Santa Barbara!
There is no comparison between the land of Tito and Santa Barbara, when the Serbs and the Croats were shooting each other.
This self-serving approach to his police powers is so unnerving. Why focus so much police attention on petty crimes?
How about the not-so-petty crimes?
How about jueteng, Mr. Policeman?
Jueteng is so rampant in Deadwood, I heard, kubradores are doing collection inside police headquarters.
