Mr. Robert Sobrepenia,

Every business that has security guards then is a good model. Countries that have good securities and are stable do not need sea patrols or security guards.

I see Sual Philippines now in the same picture as Basra Iraq that need sea patrol to secure the power plant and refineries. No wonder the Guv needs to arm the kapitans.
