TRAPOS Tradition
The good bishop probably does not know that it is a tradition of the TRAPOS to give guns to the barangay captains to assure their loyalty.
TRAPOS spend huge amount of money (normally from jueteng money) on guns just to assure their loyalty.
In relation to what Espino did, it is just like following the tradition but the difference is that, he used the public money to follow the tradition.
Very clever ….
