Good outweighs the bad

Just returned after over a month in the Philippines and Pangasinan in particular. Changes, changes changes. Some good, some bad.
The good: The Airport was cleaner and more organized.
The bad: All the officials (learning from their bosses) needed “coffee money.”
The good: Manila’s Ocean Park is one of the best in the world.
The bad: Only those with money can afford to go inside with the admission fee set at P400 for anyone over three feet tall.
The good: The City of Dagupan and surrounding towns had cleaner downtown and business areas than a year ago.
The bad: Barangays away from town have been forgotten. People are raising pigs and not providing depositories for feces. Feces are allowed to run through ditches going dangerously close to fish ponds.
Hopefully the bad will be attended to when I return. Overall, I look forward to my next visit. The good has always outweighed the bad.
