The jail congestion happening in Dagupan City, is, not surprising, it happens all over the world.

Budgetary problem is the culprit, and like the Philippines trying to make ends meet, the people at the lowest end of the social spectrum being jailbirds, are left hanging to dry.

The solution on the jail lines is to reclassify every felon and non-felon in incarceration. What those jailheaded “Penologists” could explore is the early release of prisoners accused of misdemeanors to relieve overcrowding.

To wait resolutions on these people’s (misdemeanor) cases is a waste of time and the much needed pesos is to be spent on other important issues.

This high sounding name of Jail Management and Penology is for the dogs, and idiots hired to manage it, is a disaster waiting to happen.
