Set new school construction standard

The standards of building classrooms in public school are appalling.
Listening to the DepED officials blaming the neglects of the last 50 years, why some schools have over a ratio of over a thousand pupils for every toilet. Be that as it may, why is there still no new requirement for the number of toilets per pupils NOW? Who should take this blame?
Kudos for those looking at construction materials… but isn’t it about time they start looking at the overall construction of classrooms, i.e., making them above flood levels, new basic school designs and the mechanics of funding them?
