Binmaley did it, why can’t Dagupan?

Overseas Dagupenos are protecting the integrity of Bonuan Bangus but is the Bonuan Bangus’ continued existence being protected by those in power in Dagupan and its environs?
Again, I would like to point out that it is not the difference in the system but the attitude of the citizens and those in power-their non-enforcement of laws and regulations.
Mayor Rosario of Binmaley can do it, then why can’t Mayor ALIPA? Since the rivers are being poisoned by the operation of the fishpens, and other pollution with the consent of the government, why doesn’t someone just poison the river so that no one benefits from it-pare-parehong walang makikinabang.
If the river is poisoned, nobody will buy their fish and there is no need for the government to dismantle those fishpens except that it still serves as hazard to navigation and flooding.
