No patriots where there is rampant corruption

If indeed the majority of Filipinos are patriotic, then why is the Philippines still a third world country up to now?
Majority are corrupt, do not report and condone corruption, sell their votes, and do not care even with the very obvious corruption happening every second of the day, seven days a week, 365 days a year. Now you call these people patriotic?
Does that degree of corruption and citizen’s attitude happen in Canada, USA, Singapore, Japan or other advance countries? Most corrupt nation in ASIA means majority of the people were part of it at one time or another.
