A disappointed would-be investor

My partner and I visited Dagupan two years ago to evaluate the potential for a major tourist resort development, but abandoned that plan when we saw that the basic infrastructure is sadly lacking.
Our financial partners would have been willing to construct a state of the art water and sewage treatment plant, but it was clear to us that there would have to be much, much more before we could consider that size of an investment.
The city needs to take a hard look at roads, traffic control, and general planning and construction code compliance if they want to encourage any foreign investment in the area.
