Make safety a priority

The ferry service technical working group should not only be thinking of the environmental and business aspect but also the safety of the passenger from the weather and open China Sea, and attractive terrorist target.
Are we really ready with Coast Guards lifeboats or helicopter in case of emergency?
Could PAGASA and the weather predictions be available for the ferry boat captain?
Open sea means open piracy and terrorist. Disasters like ferry boat sinking or accident do not generate a lot of rage in the Philippines except for those directly affected. Unlike in New York City where a lot of people had to resign and the captain went to jail while the immediate families are still alive.
So please make SAFETY a priority.
