Come to think of it… is Mayor Al Fernandez on fire or smoke and mirrors?
The maire just fired a salvo with Executive Order #18 constituting a city Personnel Evaluation Board. It mandates that employees should be appraised for promotion, reward or separation from government employ. Everybody, supposedly, from department heads to division chiefs should be assessed except the vice mayor, councilors, lap dogs, and the roguishly inclined.
Will it work? Highly unlikely. Not in Mayor Al’s wildest dream. Why?
First of all, members appointed to the board are flunkies of City Hall namely: City Legal Eagle Georgie Mejia, Human Resource Manager Zenaida Edades, City Engineer Augusto Ventinilla and some hangers-on from the first and second level of each department. What a joke! How can these people function with independence when Mayor Al holds short leash on them?
And when you’re talking about employees on the probationary, emergency and casual level, you’re dealing with people with political connection to the top. This is the patronage army Mayor Al couldn’t do without.
So, what’s this all about? Mayor Al wanted to exemplify accountability at work pursuant to Republic Act 7160 of the Local Government Code of 1991, which provides sound personnel program for the LGU. If this law is 16 years in the books . . . a question may arise that would bite Mayor Al in the butt.
Why now? When he was mayor before . . . three terms . . . why he did not do it? Is it his M.O. to deflect attention from which the city is mired in? Make him look good?
Or, “MANTATANGAWTANGAWAN LABAT”.
It can be said, that for sixteen (16) years employees of Dagupan are goofing around, doing nothing using their clout . . . a 15-30 kind of employees. These employees only appears on the 15th and 30th of the month to collect easy payroller money.
And Mayor Al just opened his eyes . . . bewildered . . . to the realities of the city government lowlifes. A rude awakening and seems like the cadaver of his renown political mediocrity is getting ready to come out from the crypt.
