To Mayor Macanlalay of Calasiao:

For flood control, enlist the services of reliable and experienced civil engineers in flood control. The P49 M you are asking is a huge amount. Have you conducted feasibility study on flood control for Calasiao, Dagupan and the villages?

The only solution you can do is: map out a swale to route steadily rising water towards rivers and creeks. Or build water dam in mountainsides and use it for irrigation during dry months.

Mayor Macanlalay, catastrophic flood is an act of God. You can’t do anything about it.
