Dream, Think, and Plan Big does not mean you need to copy or adopt a method that is entirely not applicable just because someone saw it done elsewhere.
Is Pangasinan remotely similar to Chicago or Singapore politically, economically, socially, geologically, and environmentally?
I thought the Agno River Flood Control Project that includes several dams, levees, canals, river widening, dredging etc is still in progress and only needs to be expanded to solve the flooding of the interior tributaries.
Before, it was raising the roads, and now it is ambitious deep tunnels. Someone must really be joking or very anxious to impress the readers of this forum. Isn’t it that the situation of Pangasinan is more topographically similar to Florida (mostly low lying wetlands) than it is with Chicago or Singapore?
If one would like to copy a solution from a similar situation, I suggest to Google the river systems of Pangasinan and compare it with the original Okeechobee River system and its tributaries and what was done by the U. S. Army Corps of Engineers to solve the flooding although environmentalists were not impress about it.
In 1975, the MWSS (MetroManila) planned for a $10 billion dollar combine sewer/storm project which was not realized to this date. Now some big dreamer wants to “explore” the potential of his engineering prowess by suggesting an entirely different solution to what was started since the late 50’s (Ambuklao, Binga, and lately San Roque dam) just to impress the readers of what he saw in his travels.
