The analogy between flooding and traffic

Those analysis of the problem (include basic discipline of the residents and officials of the government) must be conducted before even proposing any engineering solutions like raising the roads or building levees. And it must not be limited to Dagupan City only.

The flooding problem is not confined to Dagupan, it is regional in scope such that it requires a “regional master plan” which requires the efforts not only of the Governor but the national government. It is a similar situation with the traffic problem.

During the time of Marcos, an American transportation engineering consultant was hired to solve the worsening transportation and traffic problem in Metro-Manila. The consultant came and on the third day he packed his bags to leave which puzzled Marcos and his secretaries.

The consultant told them that to solve the problem, you must teach the people discipline first (pedestrian, drivers and traffic enforcers) and when that is done then I will come back to do the planning and design of your transportation system to solve your traffic problem.

Is my calling of the “raising of the road” solution by the city engineer “bizarre” correct or my brains are not as good as the great traveler. Let me ask again if the great traveler technically understands what is 100-year, 10,000-year design of flood protection structures.

Can anyone provide the solution by just traveling to Chicago, New Orleans, or the Netherlands?
