Professional engineers are not licensed to toy around with their bizarre ideas that put human lives and properties in danger or in jeopardy like raising the road to solve a flooding problem.
They are free to explore or experiment on their weird ideas in their own research studies, laboratories, or with scale models but not to recommend it as a solution or as a project without ascertaining the consequences.
Raising the roads will raise the flood level which is the problem being solved-period. Is that a solution?
Unfortunately some believe that we need to “explore” all ideas when what is needed is “common sense”. Are they creating more problems in order to get more “SOP”?
When the road is raised, the flooding becomes more frequent and intense, then they will say the drainage culverts are not big enough and it is another project.
Since the rivers within Dagupan are not big enough to handle expanding developments and pollution (no zoning ordinance) at “upstream” cities and municipalities, then they will dredge and widen the river, put up dikes, levees, etc which is another big project.
The problem and the SOP go on and on while the people of Dagupan suffer more frequent and intense flooding.
