Hiring policy for teachers

This is a belated reply to Ms. Ric’s query posted in this website last July 28. I am giving you the unexpurgated reply of the Dagupan City Schools Division for your information and evaluation.

This has reference to your request re: the procedure in hiring new teachers in the Department of Education. The Division of City Schools in Dagupan has been transparent in its selection of regular permanent Teachers. In fact, vacant items are published in local newspapers and in the Civil Service Commission (CSC) Bulletin. The Division Office, in its desire to get the best teachers in the market strictly adheres to the guidelines, procedure and available legal basis in hiring teachers wit:

1.       Qualified applicants must be LET or PBET passers. The license is renewable every three years. Teachers cannot teach without a license.

2.       R.A.8190 or “Localization Law” requires that a teacher-applicant must be a bonafide resident of the Barangay, Municipal/City, Province where the school is located and where the vacant item is available.

3.       Hiring. Only the school’s Division Superintendent with the recommendation of the School Head/Principal can appoint the regular permanent teacher using the list of qualified applicants.

4.       Teacher applicants who have an aggregate score of 50 and above of the basic requirements hereunder listed will be considered for appointment as permanet/substitue teachers.

*Basic Requirement:      Education                                 25 pts.

                  LET/PBET Rating                      15 pts.

                  Teaching Experience                 10 pts.

                  Specialized Skills                        5 pts.

                  Demo Teaching                        20 pts.

                  Interview                                   10 pts.

                  English Proficiency Test            15 pts. 

                                                                                  100 pts.

The candidate/applicant passes through a rigid criteria-based, collectively deliberated and carefully documented evaluation selection process from 1) School Selection Committee, chaired by the School Head and four (4) performing teachers as members (2) Division Sub-Committee headed by one (1) District Supervisor and four (4) School Heads/ Principal as members (3) Division Selection Committee composed of the Assistant Schools Division Superintendents, two (2) Division Supervisors, one (1) District Supervisor, one (1) Principal and the President of the Teachers Association.

Those who successfully passed the 50 and above score will be listed in the Registry of Qualified Applicants, which will be the basis for hiring. The list will be posted in a conspicuous place in the Division Office and in all district offices for all to see.

If hired, the new teacher will be entitled to a monthly basic salary of P10, 933.00 plus P500.00 Personal Relief Assistance (PERA), P1,500.00 additional compensation allowance (ACA) and P5,000.00 cash gift (annually), 13th month-pay and other benefits, such as P200.00 a month emergency relief allowance from the (SEF) Special Education Fund; Proportional Vacation Pay = 65 days, Christmas vacation with pay, Maternity Leave (Female) 60 days with pay. Paternity leave for male teacher is seven (7) days with pay.
