Effective strategy

THE Dagupan City police and other law enforcers raided again that notorious hotbed for illegal drugs in Dagupan – Sitio Aling! And in simultaneous raids conducted last Tuesday, 14 persons were arrested and 87 sachets of shabu were seized. Big haul!

I have heard of Sitio Aling as a haven of snatchers and thieves, who prey on unsuspecting college students of a university just across the village’s main entrance. Last year, a student I know was about to board a jeepney when a young boy suddenly grabbed her mobile phone and ran towards the village, vanishing in the dark alleys of the cramped neighborhood.

Sa ginawang raid noong Martes ng Dagupan City police, PDEA, SWAT at operatives form the provincial police office, it not only belied suspicions na “untouchables” ang mga nasa Sitio Aling just because walang naglalakas-loob na papasok doon para manghuli. It was also proven that it remains a major drug distribution center.

The raid of the combined elements caught all the criminals in there by surprise. Wala silang nagawa nang sila’y ma-handcuff at dalhin sa bilangguan to face the charges.. Tiyak, the successful raid in Sitio Aling broke up one big syndicate operating in the city.

Pero, siyempre, dapat patuloy na maging mapagmatyag ang mga law enforcers dahil sigurado, magre-regroup ang mga galamay ng mga kriminal na ito at lilipat sa ibang lugar in order to continue their criminal activities. A lesson learned from this simultaneous police operations is that no one can beat a carefully planned and well-organized raid. Sana sa iba pang mga lugar na may mga pinagsususpetsahang pugad ng mga masasamang loob, ganito rin ang gawin!

Dapat i-share ng Dagupan police with other police stations sa bansa ang kanilang experience sa pagsasagawa ng raid na sa isang iglap, hindi lang iisa o dadalawa ang nahuli kundi ang buong sindikato.

Binabati natin si Mayor Belen Fernandez at ang hepe ng Dagupan na si Superintendent Cris Abrahano sa kanilang determination to eliminate illegal drug trafficking in the city.

We will not be surprised if in the very near future, Dagupan will be declared a drug-free city!

Ibang klase talaga si Mayor Fernandez pag public service ang pinag-usapan. DDB and her office is now coordinating for the implementation of NSTP seminar for the whole Region 1. Tentatively, it will be held from November 17-19, 2014 which also coincides the Drug Abuse Prevention & Control (DAPC) Week. Initiative ito nina Mayor Fernandez being the chairperson of the Regional Peace and Order Council (Region 1) and one of my consultants, Atty. Gonzalo Duque.

Another big event na gagawin sa Dagupan ay ang DAPC kick-off on November 17, 2014, the first to be held outside Metro Manila and Mayor Fernandez happily welcomes the idea. This early, I was already assured that many participants will be around for the occasion to join the DDB and the LGU Dagupan in opening the DAPC Week.

Isa pang dapat abangan ay ang establishment ng drug testing laboratory ng Dagupan City through the effort of the good mayor. Sa sobrang sipag nya, mahirap hindi-an pag sya na ang humiling! Kaya wait lang muna kayo and one of these days, bubulaga sa atin ang isang drug testing lab sa Dagupan.

Actually, we have another P5-M for the Dagupan Rehab Center but we are just waiting for the liquidation of the first P5-M issued. As I understand, Mayor Fernandez already committed the same to complete the needs of the center. Good news sa lahat that the rehab center is fully operational.

The news about 15millliion children in the country are hungry and malnourished and 12 million families consider themselves poor is serious cause for worry.

While I do not see this happening in Pangasinan, it is a reality sa mga highly-urbanized areas like Metro Manila. Marami tuloy ang nagtatanong, why are there still many go hungry when the economy is supposed to have improved?

Hindi na siguro dapat pang pagtalunan at magsisihan why the situation has not improved kung bakit naging ganito ang sitwasyon ng marami sa ating mga kabataan. What should be done now is to rally every civic-spirited citizen in the country to help ease the situation.

The fight against hunger is surely not a new campaign in the country. Every local government unit has its own feeding programs. Even non-government organizations chipped in to make this campaign work. But why do others succeed and others don’t?

What we need to do is a sustainable feeding program. We don’t need feeding programs for photo-ops. Before the situation worsens, dapat nang repasuhin ng pamahalaan ang mga anti-poverty programs nito. Baka naman kailangan na ng bagong strategy. It’s imperative na isama ang private sector in the planning stages at pakinggan ang mga inputs nila.
