Kickbacks for corrupt congressmen

IT’S obviously better to be a governor or a mayor now kaysa maging congressman/senator.
Parang mga basang sisiw na ang mga congressmen /senators because wala na silang Priority Development Assistance Fund o Disbursement Acceleration Program, at mga budget insertions na pwede nilang pagkakitaan in the guise of helping the poor and the needy.
Sa totoo lang, many abused their budgetary allocations na intended for their constituents but what did they do? Naging BULSA MUNA instead of BAYAN MUNA!.
I know of some congressmen in Pangasinan na up to 60 per cent ang napupunta sa kanilang bulsa from their projects.. Masyadong matalim ang pang chop chop naman ni sir/madam. Bleeding na ang taong bayan sa kanilang kawalanghiyaan.
In fact, some who cannot even moderate their greed even have the gall mag-ambition for higher positions! Maawa naman kayo sa tao. With their huge kickbacks, imagine na lang kung ano na ang mangyayari sa project? Wala na, binalasubas na eh. Then sasabihin lang nila sa contractor na “Bahala ka na!”. Kapag ganyan na ang dialogue, patay na ang masang Pilipino.
Some towns consider themselves lucky if a project is implemented because in other places, ghost projects lang ang umaabot. People no longer wonder why may mga kalsadang putol-putol at agad na sira-sira, may mga students pa rin holding classes sa silong ng manga, people dying dahil wala man lang maski basic medicines available sa mga health centers, yearly flooding dahil magic-magic lang ang pagpapalinis, pagpapaagawa ng canal o dredging ng mga ilog, etc.
If only their PDAF allocations were truly and fully spent for identified projects, wala na sanang mga kakulangan sa school buildings, no more flooded streets kung totoo ang mga dredging ng ilog na ginawa, at wala na sanang nagugutom na Pilipino if the assistance for agriculture and social welfare and countless other pro-poor projects ay matuwid ang pagpapatupad.
And speaking of pagiging governor, sana maisip ni Gov na sa mga smaller communities naman na mapunta ang malaking parte ng provincial budget para ma-feel ng mga maliliit na kababayan natin ang blessings mula sa Kapitolyo.
Noon kasi, ang sentiment ng mga taga-barangay, may mga projects maski pakonti-konti lang at small items na dumadating sa kanila. Dati kasi, happy sila na may mga natatanggap silang monobloc chairs, a few bags of cement, tubo ng gripo and other small-time na benefits galing sa Kapitolyo. Maski maliit na bagay, at least si Kapitan ay pwedeng magyabang sa mga constituents niya na he is able to get some help for them from the Governor.
Pero iba rin naman ang mindset ni Gov. Spine, mas gusto niya na kitang-kita ng publiko ang mga projects nya at ibinuhos sa pagpapaganda sa Kapitolyo at mga health facilities. Of course those impressed the public pero balita ko hindi happy ang mga nasa barangay.
But, question lang. Di ba may mga CDF din/small PDAF, itong mga board members natin and this is with the discretion of the governor? Pag maganda ang sharing, tahimik ang kapaligiran. Everybody is happy, ika nga! Walang opposition sa provincial board so maliwanag ang message nyan!
Teka. Dapat ding malaman natin kung how much ang napupunta sa mga board members so the people may know at kung sinu- sino at which barangay ang nakinabang? Equally divided kaya among the towns and cities under them or may favorite din sila? What projects kaya ang pinondohan? Wala kayang ghost project diyan? Dapat strict na ang auditor na assigned by Commission on Audit to our province to ensure there was no hanky-panky in the disbursement of government funds?
Big or small fund involved, dapat malaman ng bayan, di ba? Inumpisahan din lang sa itaas, from the President, to the senators, down to the congressmen ang pagbusisi sa government funds entrusted to them, di ba’t marapat lamang na gawing accountable din itong mga provincial at municipal down to the barangay officials natin?
Mas maganda kung alam nila na all eyes on them na ngayon at enough na sa pagwawaldas sa pera ng bayan. Mahiya naman kayo sa balat n’yo if you remain insensitive.
