QUICK to the draw na naglabas ng mga documents ang ilang mayors at former mayors ng Pangasinan na nasangkot ang pangalan nila sa mas umiinit na investigation sa P10-billin pork barrel scam. Mabilis pa nga sa kidlat!
Mukhang totohanan na ito and it looks like something will come out of the investigation ng National Bureau of Investigation (NBI) at Department of Justice (DOJ). Mabuti naman kung ganun because the amount involved is staggering at kawawa ang mga na deprived sa pondong ito, primarily the farmers. At kawawa rin ang mga innocent victims gaya ng mga mayors whose signatures were allegedly forged.
To name a few, nagsalita sina dating Rosales Mayor Ricardo Revita, Binmaley Mayor Simplicio Rosario, former Urdaneta City Mayor Amadito Perez who is now chairman of Manila Economic and Cultural Office, Vice Gov. Jose Ferdinand Calimlim Jr who was former mayor of Mapandan, former mayor Manuel Collado, to name a few.
The NBI already went to Rosales noong Wednesday to investigate. May mga grupo din ng farmers na nanlambot sa mga na-discover nila na pati farmers who died long time ago were listed as among the recipients daw sa mga tulong na ibinigay gaya noong sinalanta ng malakas na bagyo ang Pangasinan years back.
Marami rin sa mga eastern Pangasinan mayors na nadawit sa scandal na ito. Itong P10-million sa bawat bayan na dapat ay natanggap nila is a huge amount and it could have gone a long way for the farmers if only nakarating ito sa kanila.
The bottom line of the mayors’ response is their signatures were allegedly forged. They were victims of this scandal daw at ni singkong duling ay wala silang natanggap.
They all want to come out in the open, cooperate with the investigation, help in the prosecution of the real architects, masterminds and their cohorts who pocketed this mind-boggling amount and ultimately clear the their names.
Ang hirap mapagbintangan sa isang krimeng walang kamuwang-muwang ang inaakusahan samantalang yong mga yumaman at nagpakasasa sa amount involved go scot-free.
The mayors executed their respective sworn affidavits submitted to the Commission on Audit detailing how they were unfairly dragged into this mess by this Janet Napoles and the spurious non-government organizations (NGOs) she used in her scam using the farmers’ plight as the ploy. Lahat diumano ng mga documents, i.e., Memorandum of Agreement, Delivery Report, Certificate of Acceptance, Report of Disbursement, Certificate of Project Completion, Inspection and Acceptance Report for the P10-million fund allegedly released to their town/city, were all fake.
Even letterheads used for the letter-requests were fake. Mga pirma nila sa lahat ng mga documents submitted to facilitate the release of the said funds ay puro forged.
Nakapagtataka nga na super bilis ang pag-release ng funds na supposedly ay natanggap ng mga LGUs na nabiktima. I am sure na sa bawat government agency na dinaanan ng malalaking pondo na ito ay may nakinabang na kasabwat. Hindi pwedeng ma-release ang fund if the documents were closely scrutinized by the agencies.
Can you believe na itong kampo nina Napoles ay walang kasabwat sa Department of Agrarian Reform, Department of Budget and Management, at sa Commission on Audit na assigned sa DAR and other agencies whose approval ay vital para sa release nung mga checks?
And who will believe that the senators and congressmen naman na diumanoy nagamit ang kanilang pork barrel, some of them the amounts involved more than P90-million or more, ay hindi sila nakahalata na they were dealing with fake NGOs? Nakapagtataka naman yan!
Doon sa napanood kong investigative show, the crew tried to track down the addresses indicated by these NGOs where they were allegedly operating or had their offices. Wala, as in, non-existent itong mga NGOs na ito. Pawang mga apartments yong mga addresses and residents who lives there for such a long time swore hindi nila kilala yong sinasabing grupo. Talagang lokohan ang nangyari dito.
Kung hindi mga kawawang sundalo, mga farmers naman ang kayang-kaya nilang gamitin at lokohin sa mga scam gaya nito. Huwag sanang tantanan ang kasong ito hanggang sa mabulok sa bilangguan itong mga tunay na sangkot dito.
