Anti-political Dynasty Constitutional Provision

WHY is it that nothing less than a basically ethical and patently reasonable provision of the 1986 Constitution of the Philippines against dynastic political rule remains but a stagnant jargon. To this day – more than two decades after the promulgation of the said Constitution – the prohibition is not only considered non-existent. In fact, the living reality is exactly its contradiction, i.e., the incarnation of more and more political dynasties not only in the local and regional but also national levels of government.
Thus it is that as of this writing, dynastic dominance in Philippines politics has become the norm rather the exception 0 practically all over the land. Translation: There are progressively more and more wealthy and powerful families running the affairs of the State – especially in the legislative branch of government. This fact alone is already a big impediment to the required formulation of the Implementing Rules and Regulations for the actual mandatory observance of the constitutional provision. It is rather futile to think, much more to hope that dynastic legislators themselves would enact the needed IRR, which are against their own avid concerns and interests.
But lo and behold! There appears to be a forthcoming event bearing more forceful reason why the political anti-dynasty State Policy will continue to remain but in Cloud 9 – at the expense of the good people of the Philippines. Reason: The blatant violation of the provision is foreseen to be even reinforced by the executive branch of the government. And there is definitely ample cause to consider such an emerging phenomenon with much attention and reservation.
There is the big, insistent, and blatant signal danger to the effect that there is a planned incisive dynastic take-over in the high level of the Executive Department. Needless to say, the shameless project is being well planned and accordingly prepared by close allies of the public officials concerned. And the even more disturbing news is that by 2016, the sinister objective will easily become a living reality.
Would that people who still care about the national welfare of and social order in their country, be not only vigilant but also actively engaged in safeguarding a healthy democratic government. Would that the Filipinos do not simply play deaf, blind, and mute when they are precisely challenged to stand up for what is right and just. Would that the electorate come 2016 take good note of what is progressively taking place among their politicos.
Thus it is that the question again and again comes to fore: Why do public officials find it harder and harder to render public service in favor of the public welfare of their constituents? Why?
