Here and There
Cha-cha still kicking?
By Gerry Garcia
A businessman in Makati who probably was intrigued by the church’s call for communal action to resolve the unending government problem of graft and corruption jumped on the chance to put in his two cents worth of view of what’s basically wrong in our form of government.
The temptation to corrupt has always been there, he said, and the best way out would be to come up with a system that does not provide greater temptation to corrupt.
Our businessman friend proposes a 2010.2016 approach. Meaning what? That the election of the Con-Con be put together with the presidential election in 2010, wherein the Con-Con shall be tasked to review the Constitution and study thoroughly the feasibility of a shift from the present form of government towards parliamentary form. Any proposed changes shall be ratified and the necessary implementation and election of new set of officials shall take place in 2016. That’s is, after all concerns, inviting accusations and objections that the incumbent administration is using it as a ploy to prolong stay in power, shall have been removed.
In the parliamentary form there is greater teamwork since the executive and legislative will come from the same chamber and that the Prime Minister and his team members will be chosen from among the members who are also elected officials.

This endorsement for parliament coming from Makati traders themselves, including allies from other sober sectors is strong indication that the Cha-Cha movement is not yet dead.
But there is still more to be done besides simply opting for unicameral form of government we need also to elect good leaders and people with high moral values who can’t be sucked by and lost to temptation.
Since we’ve gained membership in the ASEAN we can’t be blind to the glaring reality that the Pinoy Republic headed by a little “most powerful President” is one among the tail-enders in the region and decidedly still in the gutter of Third Worldism.
