Raul’s Sigaw: SC should deal with law not fact

THE Dawel-Pantal-Lucao diversion road meant to divert traffic around the traffic-congested city will end up, upon completion, at the new center of congestion in the Tapuac CSI Warehouse area. It’s here where bumper-to-bumper traffic is unavoidable due to the number of cars and jeeps entering and leaving the CSI complex especially during peak hours.

This is also where traffic from the de Venecia diversion road from Calasiao ends up finally to further confuse the ensuing congestion in the area.

One way of helping to ease the burden of traffic at the CSI Tapuac area is for the DPWH to build a new bridge across the Calmay River to replace the former Franklin Bridge washed away by the 1935 flood. This used to be the bridge linking then municipal Dagupan to neighboring Binmaley through an old short-cut highway which is still being used today.  This old road is a short stretch, compared to the Tapuac-Lucao highway, leading straight to the Bangsal Restaurant area in Binmaley which, by the way, is the starting point of the new diversion road by-passing Binmaley town proper and nearby Lingayen, two growing communities presently threatened by terrific traffic build-up.

Our co-provinciano Raul Lambino, Sigaw ng Bayan spokesman, has a point when he said some Justices were over -acting by focusing more on issues of facts than of law.

SB’s original petition, Raul says, is on whether there is an enabling law favoring a People’s Initiative or not. Although nine Justices voted there’s a law sufficient to allow People’s Initiative, two or they rejected the petition because of the manner in which the signatures were gathered — through fraud and deception. Raul’s motion to SC for reconsideration is to ask the Justices to focus on questions of law and let the Comelec decide on facts about alleged fraud and deception committed in the gathering of signatures.
