Libunao: What San Fabian-Dagupan merger?

LINGAYEN—Fourth District Board Member Mojamito Libunao believes the proposal of Mayor Benjamin Lim to merge Dagupan and San Fabian is too vague and consequently too complicated to pursue.

Libunao pointed out that “Dagupan City is a creation of Congress through Republic Act 147 while San Fabian is a creation of a body under the Autonomy Code of the Philippines.”

“It could be the subject of a lot of discussions. There are so many steps to be taken before the idea could be taken seriously,” said Libunao, former three-term mayor of San Fabian whose wife Irene is the incumbent mayor of the town.

Lim has repeatedly expressed in press briefings that he wants Dagupan and San Fabian to merge for mutual benefit.

“I don’t know what kind of creature he (Lim) is proposing. Is it going to be a merger? What does he mean by merger?” Libunao said, noting that he still does not have the full detail of the proposition.

But Libunao stressed that in the final analysis, any form of merger will be left to the House of Representatives and the Senate to decide, not the political leaders of both communities.

“They (House and Senate) are the only ones that can decide on any change of status, any change in the composition and any change at all in the corporate body of a present local government unit,” he said.
