Inquiry for Visually Impaired Patient Discount in Provincial Hospital (Bolingit) Payment System

This is a comment regarding the Provincial Hospital (Bolingit) pay.

Just recently, on May 1, 2008, my sister in-law (half blind & the husband of visually impaired) gave birth to a baby girl. She was confined on April 30, 2008. She gave birth on May 1 on normal delivery and was discharged on May 2, 2008. Basically, they stayed in the hospital from Apr. 30, 2008 to May 2, 2008.

According to my brother, after the delivery, my sister in-law was transferred to a single bed with another mother and a child on it. They call it “Share a bed”.

We wonder how painful it is to deliver a child and after the delivery, the mother is supposed to lie down and rest in a relax way for recovery. It was so difficult for my sister in-law and a baby to share a bed with another patient and her baby too so my brother decided to transfer his wife in a pay ward for only one night.

On May 2, they decided to go home and be discharged from the hospital. My brother went to the social worker of the hospital and sought for help to get a discount but the social worker can not do anything daw because my sister room is pay ward.

The social worker asked my brother to speak to the director of the hospital and thanks to the director, he was given a discount of 1000 pesos.

I would like to mention that knowing that this hospital is government hospital, we expect a lesser cost of hospitalization.

According to my brother, the doctor’s fee in this government hospital is more than 5000 pesos….

Normally, my brother who is visually impaired gets a discount from transportation, etc for almost 20% to 50% then how come this Provincial Hospital did not give him even 20% discount from all the bills… How come the doctor’s fee is 5000 pesos?

Do these doctors receive salary from the government or not?

For only 3 days stay with only one night in pay ward room (after delivery), they paid 7,450 pesos from 8,450 pesos.

I hope Dr. Francisco Duque, the DOH Secretary, can enlighten me about the payment system of this Provincial Hospital.
