What is the distinction?

Mr. Jeremias Andrade Carrera,
World class or civilized toilet process?
Another of my first hand account in Dagupan last week on visiting one of the private malls I happened to go in a hurry. A bad thing to be in when you do not realize that you are in country as they say in Vietnam.
The toilet may not be world class but the people are. I was handed a one inch paper by a person passing the stall. The process is not paper in the stalls, you need to buy it from a dispenser by the entrance of the facility before you go in. Only 4 pesos they say but a big utility value if you need it immediately or fail to follow the locals.
No wonder guides are very valuable even in a country you think you know.
Now, what is the distinction between a world class and a civilized state again?
