Some engineering ideas are doable

Hate to tell you Mr. Carrera but the city engineer’s ideas are doable.
Case in point, the City of Chicago in the early days way before our time gets flooded when it rains because the river traversing the city runs over its bank and all the floating garbage is causing health hazard to the inhabitants.
The city embarked on a project to raise the city level and if you happen to visit Chinatown walk along Wabash Ave. and you are on top of the lower part of the city.
New Orleans, La is surrounded by a 100 year flood design levee (bad news) should have been designed for a 10,000 year flood like the Dutch designed theirs.
So do not pooh-pooh any idea or suggestion unless you have seen other part of the world. Guam is a nice place but there are other places out there to make your mental capacity limitless.
